The Halloween Deadline Behind Clarendon Hills' New Coffee Shop

October 22, 2026

On October 15, 2026, Patch published two stories about downtown Clarendon Hills twenty minutes apart. In one, Sparrow Coffee announced a soft opening at 100 Park Ave. for Wednesday, October 21, ten days before its Village deadline. In the other, the Village Manager recommended ending the grant agreement for the planned Prospect Tavern at 27 S. Prospect Ave.

Both projects get their money from the same downtown fund. Both agreements set conditions for getting the work done, and the Village has enforced those conditions for both. Most of what changes downtown this fall comes back to those terms.

How the Grant Clock Works

Both grants come out of the Village's Downtown TIF, or tax increment financing district. In a TIF, growth in property tax income inside the district goes back into the district. A subsidy is meant to pay for itself because a renovated, occupied storefront brings in more tax than an empty one. Patch reported that Sparrow's $622,000 subsidy comes from this district. In May 2026, Village Board minutes described the Downtown TIF as a few years into its 23-year timeline.

The design explains the deadlines. The district gets its money back only after a storefront opens and its value rises. Until then, the subsidy is money spent with nothing yet coming back. So the Village writes completion dates into each agreement and can grant extensions or end an agreement as those dates come and go.

Park Avenue: Two Extensions, Then an Opening

Sparrow's agreement got its first public airing in October 2024, when Patch reported the café was seeking $622,000 from the Village. Under the original agreement, the café was supposed to be ready by Halloween 2025. That date passed. The Village then granted two six-month extensions, the second approved April 13, 2026, which moved the deadline to Halloween 2026.

At that April meeting, owner Chris Chacko told the board that construction was finally moving at full force and that he was trying to get more contractors on site. He also offered to send the Village progress photos. The April 13 minutes record the exchange.

Much of the delay comes from the size of the job. Sparrow is moving into the former Starbucks space and combining three units into one café. At the September 2026 board meeting, Chacko described the result this way, as quoted by Patch:

"great architecture meets craft coffee"

He also told the board the project was well worth the wait "because we did it correctly." Sparrow announced the soft opening on Instagram with daily hours of 7 a.m. to 1:30 p.m. and called them "limited hours at first."

Who Is Behind the Counter

Sparrow is not a new business. Its flagship Naperville café at 120 Water St. opened in 2018. The company says that location has won six straight Naperville Magazine "Best of Naperville" awards and serves pastries and food made in-house. The beans come from Sparrow's own roastery at 2040 W. Fulton St. in Chicago. There, Chacko is the master roaster. The company says it roasts each coffee to its own profile, buys many organic coffees from small farms, and supplies Michelin-starred restaurants in Chicago.

The roastery's address puts it in Fulton Market, where many of Chicago's best-known restaurants have opened. Chacko roasts there for some of the city's top kitchens, and Clarendon Hills now has a café pouring that coffee two blocks from its Metra station.

Prospect Avenue: The Same Clock, Running Differently

Across downtown, 27 S. Prospect has been a harder building to fill. La Pearl and I Want Candy were among its most recent tenants, and it has been mostly empty since Sue's Cakery closed in 2019, Patch reported.

Prospect Tavern has been on the board's agenda since summer 2025. In July 2025, the board took up a $265,000 TIF grant for an American-style lunch-and-dinner restaurant combining 27 and 29 S. Prospect. As first proposed, the deal depended on outdoor dining that would remove four parking spaces. The plan was later revised to an American-style restaurant serving breakfast, lunch and dinner. On September 15, 2025, the board voted 3-4 against that first agreement after trustees discussed the parking request, according to the September minutes.

A second agreement passed on December 15, 2025, and the owner signed it on January 23, 2026. At the same April 13 meeting where Sparrow got its last extension, Village staff recommended ending the Prospect Tavern agreement over missed permit and construction-document requirements. The owner said work was going on behind the scenes, and the board voted unanimously to put off ending the agreement. That gave the two sides time to negotiate a possible amendment, and the Village kept its right to act on a default. In May, the Village Manager again said the project was in default. The owner said he had applied for demolition and construction permits and denied that he was in default, and the item came off that month's agenda.

The issue came back in October. On October 15, 2026, Village Manager Paul Dalen advised the board to end the agreement, saying its terms had not been met. A vote was scheduled for the board's October 19 meeting at 6:30 p.m., Patch reported.

October 2026 status Soft opening announced for October 21 Termination recommended October 15, with a vote scheduled October 19

Sparrow missed its first target date and was still granted two extensions. In April, the board also gave Prospect Tavern more time. Both projects moved forward when the work showed up in Village records. For Sparrow, that meant contractors on site and progress photos offered to the board. For Prospect Tavern, the Village's stated concerns were permits and construction documents.

Six Weeks of Downtown With the New Café Open

Downtown has already wrapped up part of its fall schedule. The Chamber farmers market in front of Village Hall ran Thursdays through October 16. Here is what is still coming:

  1. Trick-or-treating, Saturday, October 31, 3 to 7 p.m. These are the Village's set hours, on the same day as Sparrow's grant deadline.
  2. Chamber Holiday Walk, Saturday, December 5, 4 to 8 p.m. Merchant shopping starts at 4 p.m., and the tree lighting is at 5 p.m. in front of Village Hall. The Chamber also lists Santa at the Village Triangle from 5:30 p.m., horse-drawn wagon rides from 4 to 8 p.m., roasted chestnuts and a printable map of shop specials on its Holiday Walk page.

If the soft opening went as announced, this year's Holiday Walk will be the first one with a café open at 100 Park Ave. since that space became Sparrow. The opening hours Sparrow announced end at 1:30 p.m., well before the 4 p.m. start, so any later hours for that evening would come from Sparrow's own announcements.

The walk route also passes 27 S. Prospect, the building at the center of the October 19 vote.

Our team at Wenzel Select Properties follows downtown openings, grant votes and permit filings because they show what the blocks near home will look like next year.
